We are planning to develop Payroll & HR module. As PHP and MySQL is free we decided to go with PHP & MYSQL. Can it be used for such systems.

Yes, you can do it with PHPForms.
PHPForms can be used everywhere, when needed fast creating of forms and saving their results.

If PHP and mySQL is free... it does not mean that you cannot develop such things in PHP. PHP is very flexible language... If the code is well written, it is very secure and robust. Just go for it and you will get a good system....

Yes, you can develop your own php or mysql payroll system and HR system. It is more secured if you have made it with most of its database foundation. You have to create a planning document to get the structures of the database.
